The article describes the analysis of specifics of regional innovation strategy’s formation, regional and industrial development problems, responsibilities and principle of innovation policy of the government. At the same time the article provided information about the realization of various measurements based on regional development modules, basic formation stages of regional innovation strategy and the role of entrepreneurship in formation of this strategy.
