As a historical reality, constitution of railways in the underdeveloped
countries has been undertook by developed countries. At first glance, this fact may
indicate that the railways are means of imperialist exploitation. But, although the
railways hâs been constituted by developed' countries, railways has a role that is to
advance the economy too.
In this article, by means of to analyse Ottoman Empire as a sample, the
valid of this proposition is demonstrated and it is indicated that, to permit by host
country for to constitution of railways can not simply considered as helplessness or
devotion of the host country.
