Central Banks have a very important role in providing the stability of economy
and stable functioning of fiscal sytem. Providing and maintaining price stability
requires inclusive monetary programs to maintain long-term stable growth rate under low inflation rate.
Especially, in order to realize economic development and growth, The monetary
policies are in a credible situation with regards to planned goals of economic
stability and credit policies.
For this reason, Central Bank of Turkish Republic implemented monetary
program through the 1980's. Monetary program implementation has four important
elements. Final goal, intermediary goal, the means used for the end and the ways to
apply these means.
In this paper, monetary programs are widely analysed before both the
implemented monetary programs and those which were not in 1990's and after in
Turkey.
