Yönetimde merkeziliğin tarihe karışmış olduğu günümüzde, sosyal politikalar belirlemek ve uygulamak da merkezden uzaklaşmış yerelleşmiştir. Böyle olması da gerekirdi. Zira halka en iyi hizmeti ona en yakın olanın vermesi hem yararlılık, hem de ulaşım, iletişim ve ekonomik bakımdan daha elverişli olacaktır. Kamu yönetimi birimleri olan belediyelerin hizmetlerinde halka en yakın birim olması bakımından sosyal çalışmaları diğer kamu yönetim birim ve organlarına oranla büyük önem arz etmektedir. Küreselleşme ve neo-liberalizmin yaygınlık kazanması ile birlikte devletin ve onun yönetim birimlerinin sosyal refah sağlamak ve sürdürmek için gerekli olan sosyal faaliyetlerine yeni boyutlar eklenmiştir. Bu küreselleşme sürecinde yerel yönetimlerin sorumluluk alanları genişletilmiş buna paralel olarak belediyelerin önemi de artmıştır. Ancak sağlıksız kentleşmenin mevcut olduğu ülkemizde yerel yönetimlerin sorumlulukları da hem nicel açıdan hem nitel açıdan çeşitlilik ve yoğunluk kazanmıştır. Yerel yönetimlerin gayesi bir cümle ile ifade edilecek olursa o da elindeki maddi imkânları ve yasal yetkilerini azami derecede verimli kullanarak, sınırları dâhilindeki halkın mutluluğunu, refahını sağlamaktır. Ülkemizde İstanbul, Ankara gibi büyük şehirlerin nüfuslarının nerdeyse yarısının varoşlarda yaşadığı ve bunların büyük bölümünün de yoksul olduğu gerçeği göz önünde bulundurulduğunda ise, söz konusu refahı sağlamanın ne kadar stratejik ve sürdürülebilir uygulamaları, hizmetleri gerektirdiği ortadadır. Bu kadar çeşitlenen görevlerin üstesinden gelebilmeleri için bilhassa belediyelere, eğitimden konuta, sağlığa, sosyal yardım ve sosyal hizmetlere kadar ki görev yelpazesinde yetkiler ve imkânlar merkezi hükümet tarafından sağlanması gereklidir. Bu çalışma ile konunun teorik yönü ele alındıktan sonra örneğimizi oluşturan Esenler Belediye’sinin projeleri ve verileri ile birlikte yaptığımız alan araştırmasının verileri analiz edilmiştir.

Since centralization has already been sunk in the dusty pages of the history, defining social policies and implementing the same have gone apart from centralized administration but become localized, which is the ideal form. This is because it is more convenient that the best of the servicing is rendered by the party that is nearest to the people in terms of serviceableness, usefulness, accessibility, communication and economy. Since municipalities, which are no doubt classified within public administration units, are the service organizations that are closest to people, their social functionality carry high importance compared to other public administrative units and organizations. The social activities of the state and its administrative units that are needed in order to ensure social prosperity and sustain the same are now added new dimensions together with the fact that globalism and neo-liberalism have become widespread. Area of responsibility of municipalities has been widened during the globalism process and therefore importance of local administrations has been risen in parallel of it. On the other hand, responsibilities of municipalities have diversified and intensified at the same time in both quantitative and qualitative terms just because improper urbanism has a considerable run in our country. If we should briefly explain the mission of a local administration, it is to ensure happiness and prosperity of the people living within its borders by making use of in the most effective way the material resources available and its legislative authorities. One can rapidly come to the conclusion that ensuring the happiness and prosperity of the people requires highly strategic and sustainable implementations and services when it is taken into account that almost half of the population in large cities of Turkey such as Istanbul and Ankara live in outskirts of the towns and a majority of it belongs to lower income group. Therefore, central government should furnish authorities and possibilities to particularly municipalities so that they can be successful in the spectrum of duties which covers a variety of services from education to housing, healthcare services, social support and social services. This paper includes a review of the subject in theory first and then an analysis of data from a case study conducted in the light of the projects and data of the Esenler Municipality, the subject local administration of ours.
