This study was conducted to determine the state and problems of the Science and Art Centers
(BİLSEM) in their twentieth anniversary and propose suggestions to problems related to them. This is a
qualitative study conducted in the screening model. It uses the case study method. The data were collected
using the techniques of standardized open ended interview questions and review of documents. Within the
scope of the interviews, interviews were held with thirty two BİLSEM directors representing different regions
of Turkey during the data collection process. Within the scope of document analysis, 13 reports about
workshops and meetings that have been held regarding BİLSEM were investigated. The data were
interpreted through descriptive analyses. As a result of the study, it was found that BİLSEMs are a model that
is important for the education of gifted students in our country and needs to be continued, that they are
inadequate in terms of their physical environments and staff members, and that there are problems on issues
such as their management, educational practices, student capacity, diagnostic practices, students and parents.

Bu çalışma, Bilim ve Sanat Merkezlerinin (BİLSEM) yirminci yılında durumlarını, sorunlarını ve çözüm önerilerini belirlemek amacıyla yapılmıştır. Araştırma tarama modelinde nitel yaklaşımla gerçekleştirilmiştir. Araştırma örnek olay yöntemindedir. Veriler standartlaştırılmış açık uçlu görüşme ve doküman incelemesi tekniği ile toplanmıştır. Verilerin toplanması sırasında görüşmeler kapsamında Türkiye’nin farklı bölgelerini temsil edecek otuz iki BİLSEM yöneticisi ile görüşmeler yapılmıştır. Doküman analizi kapsamında da son beş yılda BİLSEM’ler ile ilgili yapılmış çalıştay ve toplantı raporlarından yararlanılmıştır. Veriler betimsel analizlerle yorumlanmıştır. Araştırmanın sonunda BİLSEM’lerin ülkemizde özel yetenekli öğrencilerin eğitimi açısından önemli ve sürdürülmesi gereken bir model olduğu, fiziki ortamları ve personel sayıları açısından yetersiz olduğu, yönetimleri, eğitim-öğretim uygulamaları, öğrenci kapasitesi, tanılama uygulamaları, öğrenciler, veliler ile ilgili konularda sorunlar olduğu belirlenmiştir.
