By provision of some of the services by local governments, retarding
effects of bureaucracy can be prevented and efficiency in production can be
increased. The reasons such as insufficient resources, refraining from
bureaucracy, lack of technical personnel, avoiding from central control
encourage local governments to use alternative service provision methods. This
article examines alternative service provision methods that are used by local
governments in order to provide quality, efficient and cheaper services.
