Ragıb Paşa 18. yy.’da yetişmiş önemli bir devlet adamıdır. Sadrazamlığa kadar yükselmiştir. Aynı zamanda şair ve münşidir. Eserlerinin çoğu tarihle ilgilidir. Onun Münşeat adlı eseri, devlet görevinde iken yaptığı resmî yazışma metinleridir. Padişaha sunduğu bu resmî yazılar içinde telhisler de vardır. Telhis, Sadrazamlık makamından padişaha yazılan, devlet işleriyle ilgili bir çeşit resmî yazıdır. Konuları çok farklıdır. Burada metinleri verilen üç telhis tebrik konuludur.
Ragıb Paşa Kadir Gecesi, Ramazan Bayramı ve Nevruz öncesi padişaha kutlama yazıları yazmış, hediyeler sunmuştur. Makalede, bu telhis metinleri verilecek, muhtevalarından bahsedilecektir.

Ragip Pasha was a succesful stateman who lived in 18. century. He was appointed as grand vizier. He was
also a poet and münşi. Most of his works are about history. His work Münşeat consists of the official
correspondences. There are also telhises in these official correspondences which were presented to padishah.
Telhis is a type of official correspondence about state affairs. They were presented to padishah. Their
contents are various. The themes of the three texts which are presented here are about greetings. Ragip
Pasha wrote these greeting messages to padisah on the occasion of the night of Qadir, Ramadan eid festival
and Newruz and sent him presents.
In this article, these telhis texts will be presented and their contents will be examined.
