KOBİ’ler sayıları ve sağladıkları işgücü nedeniyle Türk ekonomisinde çok önemli role sahiptirler. Son yıllarda ülkemizde KOBİ’lere yönelik sağlanan kamu destekleri hem tür olarak hem de miktar olarak fazlalaşmıştır. Ayrıca KOBİ’lerin eskisine nazaran desteklere ulaşırken daha az prosedürle uğraşmaları sonucunda desteklerden faydalanan işletme sayısında ve verilen destek tutarlarında önemli artışlar meydana gelmiştir. Bunun neticesinde toplumun değişik kesimleri tarafından (vergi mükellefleri, politikacılar, akademisyenler) bu desteklerin KOBİ’ler üzerindeki etkisi tartışılmaya başlanmıştır. Verilen desteklerle ilgili yapılacak etki değerlendirme çalışmaları ile bu soruya cevap bulunabilecektir.

SMEs have an important role in Turkish economy due to their high number and the employment they provide. The diversity and amount of the financial supports provided by the Turkish government for the SMEs have increased in recent years. The number of SMEs that benefit from these financial supports and the amount of support have also increased since relatively less procedure is required for getting support when compared to the previous years. Therefore, stakeholders in society (tax payers, politicians, academicians, etc.) have started to investigate about the impact of these financial supports on the SMEs. In order to answer this question, we suggest applying impact evaluation techniques, in this work.
