Considering that measurement and assessment, the most critical component of the education process, should be properly carried out by educators, it is necessary to make sure that education faculties deliver the measurement and assessment course meticulously and more importantly, positive and negative views of teacher candidates, who will teach future generations, should be determined with respect to measurement and evaluation. The present paper aims to develop “Opinions Scale” for measurement and assessment to see attitudes of teacher candidates of education faculties in terms of different perspectives. In this vein, it was aimed to reach all students attending the department of education faculty in 2016-2017 academic years and the study was carried out with 433 teacher candidates. To test teacher candidates’ attitudes towards measurement and assessment, the Annals of Factor Analysis (AFA) and Confirmatory Factor Analysis (DFA) were employed. The scale was based on 3 sub-levels namely the requirement of the course, the course content and the instructor.
