Bu araştırma ile 1924–1960 yılları arasındaki dönemde Türkiye’ye gelen yabancı uzmanların verdiği raporlar araştırılmış, ulaşılan tüm raporlar detaylıca incelenmiş ve objektif bir açıyla değerlendirilmiştir. İncelenen raporlarda Türk eğitim sisteminin ezbercilik sorunu ile ilgili tespitleri ortaya koyulmuş, çözüm önerileri analiz edilmiş ve günümüzde de devam etmekte olan ezbercilik sorunu ile ilişkilendirilmiştir. Çalışmada John Dewey, Alfred Kühne, Omer Buyse, Albret Malche, Beryl Parker, ve Kate V. Wofford’in raporlarında, Türk eğitim sistemindeki sorunları tespit etmek için yapılan araştırmalarda da önemli derecede yer alan ―ezbercilik sorunu‖ araştırılmış ve sunulan çözüm önerileri tespit edilmiştir. Araştırmanın sonuçları Türk eğitim sisteminde geçmişte başlayan ezbercilik sorununun günümüzde de devam ettiğini göstermektedir. Araştırmanın sonucunda yabancı uzman raporlarının Türk eğitim sisteminin ezbercilik sorunu ile ilgili sunduğu çözüm önerileri analiz edilmiştir. Böylece bugün ve gelecekte Türk eğitim sistemine ışık tutabilecek sonuçlara ulaşılmıştır.

In this research, reports prepared by foreign experts who came toTurkey in the early periods between
1924 and 1960 are analyzed, all of the obtained reports are examined in detail and evaluated with an
objective approach. In scrutinized reports, identified findings about rote learning issues of Turkish
education system are revealed, solution proposals are analyzed and the results concerning to rote learning issue which is still a continuous problem of the present days. John Dewey, Alfred Kühne, Omer Buyse, Albert Malche, Beryl Parker and Kate V. Wofford’s reports that were prepared as a
result of extensive research in order to detect the problems of Turkish education system are taken
into consideration and it is concluded that rote learning is a significant problem. In the consideration of evaluations, the solution offers are identified. Results of the study shows that rote learning problem of Turkish education system which began in the past has been still an issue recently. As a consequence, the solution proposals which are related to the rote learning problem of Turkish education system presented by the foreign experts are analyzed and some conclusions which can
shed light on the present and future quality of Turkish education system have been reached.
