Bu çalışmanın konusu teknolojik ve enformatik gelişmelerin küreselleşme ile birlikte dünya halklarına sağladığı fırsatlar ve beraberinde getirdiği sorunlardır. Bu-nun ötesinde, küreselleşen dünyada yaşanan teknolojik gelişmelerin olumsuz bir sonucu olan “dijital bölünme” kavramı ulusal ve uluslar arası boyutta incelenerek, bu konuda ülkemizde ve dünyada yapılan çalışmalara yer verilmiştir. Sonuç olarak, bilgi teknolojilerini kullanan gelişmekte olan ve az gelişmiş ülkelerin dijital bölünmeden zarar görmemesi için yapması gereken çalışmalar öneri olarak sunulmuştur.

The subject of this study is the opportunities provided to world nations together with the technological and informatic developments of globalization and the problems occuring due to this globalization. Aside from that, the study also covers the local and international studies of the “digital divide”- which is the negative outcome of technological developments in the global world- from both national and international perspective. Consequently, this study summarizes the actions to be taken in order for the emerging and less-developed countries not to suffer from “digital divide”.
