Bu çalışmada akademik özgürlük kavramı tartışılmış, akademik özgürlüğün, bilim insanları, yükseköğretim kurumları ve toplum açısından önemi üzerinde durulmuş ve Türk yükseköğretim sistemi için bazı öneriler sunulmuştur. Akademik özgürlük, öğretim üyelerinin yetkili ve ehliyetli oldukları bilim alanları içerisinde, dışarıdan her hangi bir müdahale olmaksızın, gerçeği arama ve bulma, sonuçlarını yayımlama ve bunları öğrencilere öğretme konularındaki özgürlükleri olarak tanımlanmaktadır. 19. yüzyılda Alman yükseköğretim sisteminde başlatılan reform hareketleri kapsamında araştırma faaliyetlerinin akademik özgürlük kapsamı içerisine alınması ile kavram yeni bir boyut kazanmıştır. Bu nedenle, akademik özgürlük üniversitelerin var oluş sebepleri ve temel işlevleri olan öğretme-öğrenme ve araştırma ile yakından ilgilidir. Akademik özgürlüğün öğretim üyelerinin öğretim etkinlikleri ile ilgili olan boyutunda; dersin amacı, ders materyallerinin seçimi, dersin kim tarafından öğretileceği ve dersle ilgili ölçme değerlendirme ve başarı ölçütlerinin saptanması gibi konular yer almaktadır. Araştırma boyutunda ise; araştırmanın amacı, öğretim üyelerinin inanç, değer ve anlayışları ile bağdaşmayan akademik ve sanatsal konularda araştırma yapmaya zorlanamayacağı, araştırma sürecinde her türlü etik ilkeye uyulması ve araştırma bulgularının olduğu gibi, değiştirilmeden yayımlanması ve benzer konuları kapsar. Akademik özgürlük denetim dışı kalmak veya keyfi davranmak anlamına gelmez. Akademik özgürlük hiçbir öğretim üyesine genel etik kurallara, bilim ahlakına, kamu menfaatlerine ve yürürlükteki yasa ve yönetmeliklere aykırı davranma ve mesleğini icra etme özgürlüğü vermez.

In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.
