In the article the author analyses a modern management system of strategic development of the North of the country, considers, mental peculiarities of the Russian society influencing the formation of political mechanisms of interaction in the regions of Russia. The author gives recommendations on improving the system of strategic management in the Arctic zone in Russia through the development of active political culture and forming modern mechanisms of regional strategic forecasting.

В статье проанализирована современная система управления стратегическим развитием Севера страны, рассмотрены ментальные особенности российского общества, оказывающие влияние на формирование политических механизмов взаимодействия в регионах России. Автором приведены рекомендации по совершенствованию системы стратегического управления Арктической зоной России путём развития активной политической культуры и формирования современных механизмов регионального стратегического прогнозирования.
