Purpose. Study of the stages of formation of industrial cluster and its impact on the innovative development of the Karaganda region of Kazakhstan.
Methods. The study is based on the methods of the theory of the cluster structures functional organization and the theory of competitiveness management areas.
Results. Author investigated the capacity of the internal and external markets metallurgy, metalworking and engineering Karaganda region, the most popular products of metallurgy, metal and engineering industry and the nature of demand for them. The factors and prospects of development of the industry of metalworking.
Scientific novelty. Development of the model of industrial innovation cluster “Metallurgy - Metal - Machine” and the economic justification of its functioning and development.

Цель. Изучение этапов формирования промышленного кластера и его влияния на инновационное развитие Карагандинской области Республики Казахстан.
Методы. Исследование базируется на методах теории функциональной организации кластерных структур и теории управления конкурентоспособностью территорий.
Результаты. Исследована емкость внутреннего и внешнего рынков металлургии, металлообработки и машиностроения Карагандинской области, наиболее востребованные продукты металлургии, металлообработки и машиностроения и характер спроса на них. Выявлены факторы и перспективы развития отрасли металлообработки.
Научная новизна. Научная новизна заключается в разработке модели индустриально-инновационного кластера «Металлургия – Металлообработка – Машиностроение» и экономическом обосновании ее функционирования и развития.
