Article purpose: studying of a complex of problems of rendering social services in the conditions of modernization of public service and formation of the service state on the example of countries of Western Europe.
Methods: The analysis of the social context of designing and deconstructing social problems and social policies in Europe, market adaptation methods and competition in evolutionary practice of policy implementation “of the welfare state
Results. Based on the principles of liberalization, interest, subsidiarity through a systematic approach , investigated the effectiveness of the relationship of institutional conditions and social policies of Western Europe . Disclosed the basic installation concepts and social modernization , identified problems of service quality of public services , stated the need to respect the quality of services by public authorities .In article the directions of policy of the state for support and development of the social sphere reveal.
Scientific novelty. Is to study the relationship of the concept of public service as an institution of service and social problems of society, characterized by a limited version of contextual constructionism in the study of social problems associated with the lack of coverage of the system-level industry social problems, problems revealed institutional balance of national and supra-national levels of government.

Цель статьи: изучение комплекса проблем оказания социальных услуг в условиях модернизации государственного управления и формирования сервисного государства на примере стран Западной Европы.
Методы: анализа социального контекста конструирования и деконструирования социальных проблем и социальной политики стран Европы, методы рыночной адаптации и конкуренции в эволюционной практике реализации политики «государства всеобщего благосостояния».
Результаты. Исходя из принципов либерализации, заинтересованности, субсидиарности, на основе системного подхода, исследована взаимосвязь эффективности институциональных условий и социальных стратегий стран Западной Европы. Раскрыты основные установки и концепты модернизации социальной сферы, выявлены проблемы качества сервиса государственных услуг населению, констатируется необходимость соблюдения государственными органами качества услуг. В статье раскрываются направления политики государства для поддержки и развития социальной сферы.
Научная новизна. Заключается в исследовании взаимосвязи концепции государственной службы как института сервиса и социальных задач развития общества, характеризуется ограниченность контекстуальной версии конструкционизма в изучении социальных проблем связанной с недостаточным охватом системного уровня индустрии социальных проблем, раскрывается институциональная проблематика баланса национального и наднационального уровней управления.
