Üniversitelerin stratejik planları desenlenirken misyonunun ve vizyonunun gerçekleşebilmesi
için temel değerlerinin belirlenmesi gerekir. Her üniversitenin bir değerler seti vardır. Bu
değerler seti, örgütsel kültürün ve kimliğin gelişiminde ve güçlendirilmesinde önemli araçlar
olarak görülür. Bu özellikleri nedeniyle örgütsel değerlerin araştırılmasının gerekliliği
düşüncesiyle Türkiye’deki devlet üniversitelerinin değerler setinin ulusal bağlamda analizi
yapılmıştır. Önce örgütsel değerlerle ilgili kuramsal bir çerçeve sunularak üniversitelerin temel
değerlerinin önemi vurgulanmaya çalışılmıştır. 41 devlet üniversitesinin stratejik planında
ortak 40 temel değer belirlenmiştir. Bu değerler kişiler, süreçler ve performans ile ilgili olarak
kategorize edilmiştir. Ayrıca bu değerlerin Anayasa ve kanunlarda belirtilen eğitimle ilgili
değerlerle benzeşen ve farklılaşan yanları irdelenmiştir

While the strategic plans of the universities are being figured, it is needed to define its basic
values in order to actualize its mission and vision. Each university has a set of values. This set
of values is considered as important means of improving and strengthening the organizational
culture and identity. Because of these characteristics, in regard of the idea that it is necessary to
research the organizational values, the set of values of the state universities in Turkey is analyzed
through national concept. First by providing an academic frame about the organizational values
it is tried to emphasize the importance of the basic values of the universities. 40 common basic
values are defined in the strategic plans of 41 state universities. These values are categorized
in terms of people, processes and performance. Besides, the similar and differentiating aspects
of these values from the educational values determined in the Constitution and the laws are
examined.
