This paper addresses legal foundations, pedagogical challenges, and technological
constraints of distance education in Indonesia. Legal reform and policy changes in
education have taken place recently in Indonesia, including the ratification of new
Laws and regulations in education. These changes have effects on distance education
as part of the effort to meet the right to education for its citizens. Distance education
is expected to respond to challenges in effective implementation of lifelong learning.
Despite some constraints, technology is used in distance education to enhance the
implementation of the right to education. Distance education should help reach out
the disadvantaged groups of the society and serve as the catalyst in the
establishment of a knowledge-based society in Indonesia.
