Cumhuriyetin kurulması ve kökleşmesi, uzun ve köklü bir arka planı olan Osmanlı İmparatorluğuna dair geleneklerin toplumun günlük yaşamından elenmesi ile mümkün olmuştur. Şüphesiz bu süreç, hem politik hem de toplumsal açıdan sancılı ve sıkıntılı olmuştur. Cumhuriyetin kurucu elitleri, toplumsal dönüşümü temin etmek için eğitim politikalarına özel bir önem vermiştir. Dolayısıyla bu yeni dönemde eğitimle ilgili temel dinamikler belirlenirken, Kemalizm ilkelerine uygun bir çerçeve oluşturulmuş ve toplumun bu çerçeveye ne kadar hazır olduğu dikkate alınmaksızın uygulamaya sokulmaya çalışılmıştır.
Bu çerçevede eğitimin görünür yüzlerinden birisini oluşturan Beden Eğitimine de özel bir önem verilmiştir. Aslında bu dönemde beden eğitimi salt bedenin eğitimi değil, aynı zamanda zihinsel ve toplumsal dönüşümün bir aracı olarak ele alınmıştır. Bu nitel araştırmada, hem genel eğitim politikaları hem de özel olarak beden eğitimi politikalarının hangi çerçevede ele alındığı mevcut yazın ışığında belirlenmeye çalışılmıştır.

The foundation and establishment of the new Turkish Republic was only possible as a result of elimination of the traditions of the societies’ daily lives which had been emerged during the long and strong historical background of Ottoman Empire. It was obvious that this process was problematic and colicky in terms of political and social change. The founding elites of Turkish Republic put a special emphasis on the educational policies in order to ease this social transformation process. Therefore, in this new era while determining the basic principles of educational policies, a frame which was suitable to Kemalist ideology was set, and this frame was adopted ignoring the readiness of the society to this new era.
The founders also took physical education as one of the key aspects of the national education policies. As a matter of fact, during this period physical education was never taken solely as education of the body, but also as a means of mental and social transformation of the society. In this qualitative research, both educational policies and more specifically physical education policies were investigated in the light of the references reached.
