Bu makalede ilahiyat fakültelerinde yürütülen Kur’an Okuma ve Tecvid dersleri için bir program önerisi sunulmaktadır. YÖK tarafından 2010-2011 öğretim yılından itibaren ilahiyat fakültelerinde her yarıyılda 2’şer kredi olarak okutulması zorunlu hale getirilen “Kur’an Okuma ve Tecvid” derslerinin daha verimli olarak yürütülmesine katkıda bulunmak gayesiyle böyle bir çalışma yapılmasına ihtiyaç duyulmuştur. Bu çalışmayla, bir taslak niteliğinde hazırlanan programın, bu dersleri yürüten öğretim elemanlarının görüş ve istifadelerine sunularak, onların görüşleri doğrultusunda geliştirilmesi ve uygulanabilir hale getirilmesi amaçlanmıştır. Önerilen öğretim programında, programın genel amaçları ve gerekçesi belirlenmiş, bu programa tabi olup gereklerini yerine getiren bir öğrencinin hangi yeterliliklere sahip olacağı maddeler halinde sıralanmıştır. Ayrıca programda yer alan derslerin isimleri, yürütüldüğü sınıf, dönem ve kredileri belirtilmiştir. Her bir dersin ayrıntılı olarak üniteleri, konuları, öğretme-öğrenme sürecindeki yöntemler açıklanmıştır. Kur’an-ı Kerim’i yüzünden okuma, belirlenen sûre ve ayetleri ezberden okuma, ezberden okunan kısımların meali ve tecvid olmak üzere 4 ana kategoride yürütülecek derslerin işleniş usulleri anlatılmıştır. Programda dersten başarılı olma kriterlerine, sınavların yapılış şekline ve ölçme değerlendirmedeki kıstaslara da yer verilmiştir. Programın yürütülmesi sürecinde öğretim yöntem ve teknikleriyle alakalı ihtiyaç duyulan form ve dokümanlar ek olarak sunulmuştur. Sonuç bölümünde, programın başarısının, onu uygulayacak öğretim elemanının gayretine ve başarısına bağlı olduğu vurgusu yapılmıştır. Ayrıca Kur’an derslerini yürütecek kimselere, resmî mesâî saatlerinin dışında Kur’an eğitimine gönüllü olarak vakit ayırmaları, işlerini ibadet neşesi içerisinde severek yapmaları, yürüttükleri dersin Allah’ın kelamı olduğunun bilinci içerisinde hareket etmeleri tavsiyesinde bulunulmuştur.

In this article a sample syllabus for the Qur’an reading/recitation and Tajwid courses at Theology Faculties is presented. Since 2010-2011 teaching year these courses have been made compulsory at Theology Faculties, two credits per semester, by YÖK (The Higher Education Council). Therefore we undertook this study with an aim that it may contribute towards conducting these courses in a more productive manner. Through this study we aimed at bringing this syllabus, which is prepared as a sample and a suggestion, to the attention of our colleagues for their perusal and use leading us to have an improved version of it which may be applicable. In the suggested syllabus general aims are outlined and expected qualifications of a student who is satisfactorily instructed according to it are listed. Furthermore detailed units of each course, its topics, methods in teaching-learning process are given and the form of the examinations and criterions for their evaluation are determined. In our proposed syllabus unit details of each course is presented and furthermore the topics and teaching and learning methods are explained. The courses will be conducted in four main categories being Reading the Qur’an from the text, Memorizing certain chapters and verses of the Qur’an, Learning the meaning of the memorized parts and Tajwid. We have also explained the method of conducting these courses.In our study we also pointed out the criteria of being successful in the courses. Due information about form of the examinations, criterions to measure success and to evaluate students’ level are also presented. Necessary forms and documents advised for the execution of the syllabus are attached. In the conclusion it is emphasised that the success of the syllabus depends on the efforts and success of the teaching staff who conduct the courses. Those who conduct the Qur’an classes are advised that they should voluntarily keep teaching outside official teaching hours and carry out their duties in a joy of worship and they should always keep in mind that the topic they teach is the very Word of Allah.
