Turgut Özal, is one of the most important figures of the Turkish state life. Between the years 1980 and 1990, in his own words, he is a leading actor of the transformation of many areas like politics to economics, culture to foreign policies, due to the responsibilities taken by him. Especially, the years that he took the responsibility, he identified the economic crisis that Turkey had experienced and his decisive approach to getting out of that process had been always created an agenda. It is extremely important that, giving preference to the economic policies, in particularly january 24 decisions, as a Prime Ministe rwho has engineering formation in the Turkey’s politics. The purpose of this study, determining the attitude which identified with liberal economic approach in both idea and practice levels in general terms and how fiscal policies of this period effected by this. Analyzing the budgets of that period is the method to use to achive the purpose of this study. With reference to this budget analyses, public revenues, public expenditures and budgetary equilibrium issues will be subjected to evaluate and in the light of these datas, practices’ connection with the economic liberalism will be trying to identify.
