Tüm dünya genelinde yükseköğretime duyulan ihtiyaç her geçen gün artarken üniversiteler, uluslararası standartlara ulaşmak için çaba göstermektedir. Küresel dünyada rekabet edebilecek bir konuma gelebilmek için Türkiye'deki mevcut yükseköğretim sisteminin yeniden yapılandırılması gerektiğine dair bir tartışma uzun zamandır süregelmektedir. Bu bağlamda 1,5 yıldan beri üzerinde çalışılmakta olan yeni yükseköğretim yasa taslağına son hali verilmiş ve paydaşlara iletilmiştir. Bu çalışmanın amacı, Türkiye'deki mevcut yükseköğretim sistemini yeni yükseköğretim yasa taslağına ilişkin çalışmalar çerçevesinde değerlendirmektir. 1981 yılında yürürlüğe girmiş olup, günümüz yükseköğretiminin ihtiyaçlarına karşılayamaz bir hale gelen 2547 sayılı Yükseköğretim Kanunu, yeni yükseköğretim yasa taslağı ile karşılaştırılacaktır.

The global demand for higher education has been increasing all over the world and universities endeavor to reach international standards. It has been discussed for a long time that it is crucial to restructure the existing higher education system in Turkey to achieve a competitive position in global world. Within this scope, the new higher education act, on which studies have been going on for 1,5 years, has been shaped and broached to stakeholders. The aim of this study is to evaluate the existing higher education system in Turkey within the frame of the new higher education act studies. The weak points of the Law of Higher Education No. 2547 published in 1981, which cannot meet the needs of today's higher education, will be compared to the new draft law for higher education.
