İşyerleri mal ve hizmet üretmek amacıyla kurulmuş yapılardır. İşveren etrafında çeşitli iş kadrolarından oluşmuş örgütsel bir yapıdır. Bu örgütsel yapının en önemli dinamiği işveren veya işveren vekilidir. İşveren kuruluşun üst yöneticisi ve harcama yetkilisidir. Yönetimsel hiyerarşide işverenin lider olması, rol kişilik olarak benimsenmesini sağlar. İşverenin İSG sorumlulukları incelendiğinde; işyerine ve çalışanlara karşı önemli sorumlulukları olduğu görülmektedir. Bu nedenle yönetici iş güvenliği kültürüne sahip ve güvenlik anlayışına hâkim, model kişilik olmalıdır. Lider özelliklere sahip olan yöneticiler işyerinde İSG prensiplerinin benimsenmesinde olumlu etki oluşturmaktadır. Lider yönetici işyerinde iş güvenliği kültürünün kazanılmasını ve sürdürülmesini sağlamaktadır. Bu nedenle lider ve yönetici kavramları bu çalışmada incelenmiş, İSG üzerine etkisi analiz edilmiştir. İş kazları ve meslek hastalıklarının azaltılması için işyerinde önemli yetkinliği olan işverenin yönetim anlayışı tartışılmış ve etkileri araştırılmıştır. İşyerinde İSG kültürünün kazanılması ve kalıcı hale gelmesi için öneriler geliştirilmiştir.

Workplaces are established structures to produce goods and services. It is an organizational structure consisting of various works staffing around the employer. The most important dynamics of this organizational structure is the employer or employer's representative. The employer is the top manager of the organization and the expense authority. The fact that the employer is a leader in the administrative hierarchy ensures that it is adopted as a role personality. When the employer's OHS responsibilities are examined; there are important responsibilities towards the workplace and the employees. Therefore, the manager must be a model personality with a business safety culture and a prevailing security approach. Managers with leading characteristics have a positive effect on the adoption of OHS principles in the workplace. The leading manager ensures the work safety culture is gained and maintained in the workplace. Therefore the effect of leading and concepts on OHS in the workplace analyzed. The management approach of the employer with significant competence in the workplace for the reduction of work accident and occupational diseases has been discussed and the effects are investigated. Proposals have been developed for the acquisition and persistence of OHS culture in the workplace.
