Kâtiplerin yazdığı sanatlı resmi yazılarla şair ve yazarların meydana getirdikleri sanatkarane üsluplu mektupların toplandığı
kitaplara münşeât adı verilir. Klasik Türk edebiyatında pek çok münşeât kaleme alınmıştır. Bunlardan biri Nev‘îzâde Atâ’î’nin
Münşeât’ıdır. Nev‘îzâde Efendi’nin Münşeât’ında sekiz mektup bulunmaktadır. Ancak Süleymaniye Yazma Eser Kütüphanesi
numara 34 Sü-Tarlan 87’de kayıtlı mecmuada Nev‘îzâde Atâ’î’nin Münşeât’ında yer almayan üç mektubu daha vardır. Bunların
ilki Nev‘îzâde’nin imzasıyla bitmektedir. Diğer ikisinin içeriğinden Atâ’î’ye ait oldukları anlaşılmaktadır. Birinci mektup Rumeli
Kazaskeri Ganîzâde Nâdirî’ye mansıb talebi için yazılmıştır. İkincisi Şeyhülislam Yahya Efendi’ye Ganîzâde Efendi’yi şikâyet
etmek maksadıyla kaleme alınmıştır. Üçüncüsü dönemin padişahına İstanbul’a dönüş izni ve teşekkür için yazılmıştır.
Sanatkarane bir üslupla oluşturulan mektupların dili oldukça ağırdır. Söz konusu mektupların içeriği sayesinde 17. yüzyıl
Osmanlı ilmiye teşkilatı hakkında şu tespitlere ulaşılabilmektedir: 17. yüzyılda Osmanlı ilmiyesinde rüşvet sorunu had safhaya
ulaşmıştır. İlmiye mensupları arasında yetki karmaşası yaşanabilmiş, görevliler birbirlerinin sorumluluk sınırlarını ihlal
edebilmiştir. Tebaa bu durumdan olumsuz etkilenmiştir. Resmî görevlilerden görevi kötüye kullananlar olabilmiştir. Bu
makalede Nev‘îzâde Atâ’î’nin Münşeât’ında yer almayan üç mektubu çeşitli yönleriyle tanıtılmış, bunlardan hareketle 17.
yüzyıl Osmanlı ilmiye teşkilatı hakkında tespitler yapılmış, bu üç mektubun çeviri yazılı metni ilim âlemiyle paylaşılmıştır.

Books that collect artistic letters written by scribes and artistic stylistic letters created by poets and writers are called münşeât.
Many münşeâts were written in classical Turkish literature. One of these is Nev‘îzâde Atâ’i's Münşeât. There are eight letters
in the Münşeât of Nev‘îzâde Efendi. However, there are three other letters in the majmua registered in the Sulaymaniyah
Manuscript Library number 34 Sü-Tarlan 87, which are not included in the Münşeât of Nev‘îzâde Atâ’î. The first of these ends
with the signature of Nev‘îzâde. It is understood from the contents of the other two that they belong to Atâ’î. The first letter
was written to the kazasker of Rumeli Ganîzâde Nâdirî for request to appoint. The second was written to complain about
Ganîzâde Efendi to Şeyhülislam Yahya Efendi. The third one was written to the sultan of the time for permission and a return
to Istanbul. The language of the letters, created in an artistic style, is quite heavy. Thanks to the content of these letters, the
following findings can be reached about the 17th century Ottoman scientific organization: In the 17th century, the problem of
bribery reached an extreme in the Ottoman scientific organization. There was a confusion of authority among the members of
the scholarship, officers were able to violate each other's limits of liability. The public was negatively affected by this situation.
There have been some of the officials who abused the duty. In this article, three letters of Nev‘îzâde Atâ’î which are not
included in Münşeât are introduced with various aspects, Based on these, determinations were made about the 17th century
Ottoman scientific organization, the translated text of these three letters is shared with the world of science.
