In the article the author analyses legal conditions of self-government implementation, social-psychological features of the groups “power” and “population” and social technologies of their interaction. The author considers peculiarities of cooperation in various spheres on the basis of qualitative analysis of interactive technologies and statistical data. According to the results of the analysis the author identifies the specificity of each of those interactive technologies, gives recommendations on effective cooperation between self-government and population.

В статье анализируются правовые условия реализации местного самоуправления, социально-психологические черты групп «власть» и «население», а также социальные технологии их взаимодействия. Рассматриваются особенности взаимодействия в различных сферах на основе качественного анализа технологий взаимодействия и статистических данных. По результатам анализа автором выделена специфика каждой из технологий взаимодействия, даны рекомендации по эффективному сотрудничеству органов местного самоуправления и населения.
